成都世園會(huì)錦云樓。

赤日炎炎，熱浪滾滾。2024年成都世界園藝博覽會(huì)（以下簡稱“2024成都世園會(huì)”）主會(huì)場內(nèi)，人頭攢動(dòng)，熱度不減。

作為園林園藝行業(yè)最高級(jí)別的專業(yè)性國際博覽會(huì)，世園會(huì)一直被譽(yù)為世界花卉園藝領(lǐng)域的“奧林匹克”盛會(huì)。早在2024成都世園會(huì)開幕之初，就備受關(guān)注。

本屆世園會(huì)是繼1999年昆明、2011年西安之后，西部地區(qū)第3次舉辦的世園會(huì)，也是川渝地區(qū)首次舉辦的最高規(guī)格的園林園藝盛會(huì)，不僅首次采用“1個(gè)主會(huì)場（成都東部新區(qū)）+4個(gè)分會(huì)場（溫江區(qū)、郫都區(qū)、新津區(qū)、邛崍市）”的模式舉辦，同時(shí)在展園總數(shù)、境外展園數(shù)量、協(xié)會(huì)和企業(yè)展園數(shù)量方面均創(chuàng)下了歷屆B類世園會(huì)之最，參展城市實(shí)現(xiàn)五大洲全覆蓋。

而作為這場國際性盛會(huì)的主會(huì)場所在地，成都東部新區(qū)也將迎來展現(xiàn)城市形象、彰顯城市價(jià)值的“高光時(shí)刻”。為了更好步入“世園時(shí)間”，抓住“世園流量”，打響世園主會(huì)場城市品牌，東部新區(qū)正全力以赴。

4月19日，成都東部新區(qū)以“世園主場·向新而行”為主題，在北京舉辦專場城市價(jià)值推介會(huì)，重點(diǎn)圍繞2024成都世園會(huì)及成都東部新區(qū)城市戰(zhàn)略規(guī)劃、產(chǎn)業(yè)發(fā)展等內(nèi)容進(jìn)行推介，同時(shí)發(fā)布成都東部新區(qū)2024年第一批投資機(jī)會(huì)清單，涉及投資額748.98億元?，F(xiàn)場還設(shè)置2個(gè)分會(huì)場，借助京蓉兩地深入溝通交流的寶貴契機(jī)，聚焦產(chǎn)業(yè)建圈強(qiáng)鏈，培育壯大航空航天產(chǎn)業(yè)、文旅體產(chǎn)業(yè)進(jìn)行了重點(diǎn)項(xiàng)目路演推介和合作洽談。4月21日，成都東部新區(qū)歷時(shí)1個(gè)多月全球征集、評審、評定，正式對外發(fā)布全新品牌宣傳口號(hào)“成都世園主會(huì)場、天府空港未來城——成都東部新區(qū)”，提煉新區(qū)優(yōu)厚的生態(tài)本底、區(qū)位優(yōu)勢和產(chǎn)業(yè)投資發(fā)展前景等元素，錨定成都世園會(huì)和天府國際機(jī)場兩大名片，以開放包容的姿態(tài)展現(xiàn)廣闊的發(fā)展前景和宏偉藍(lán)圖。

4月28日，成都世園會(huì)開幕僅2天，這座年輕的新區(qū)剛好迎來“四歲生日”，正趁著世園會(huì)的“東風(fēng)”，向世界描摹“公園城市、幸福成都”的生動(dòng)畫卷，讓“各美其美”的世界園林藝術(shù)匯聚一堂，在龍泉山東麓三岔湖畔“美美與共”。

面向世界，活力倍增

成都東部新區(qū)的誕生并不是偶然的巧合，而是謀定而動(dòng)的從容。2015年1月，成都天府國際機(jī)場獲批建設(shè)，吹響了成都跨越龍泉山向東發(fā)展的序曲。2016年5月，簡陽市改為成都市代管；11月，四川省提出建設(shè)臨空經(jīng)濟(jì)區(qū)。2017年4月，成都市設(shè)立空港新城和簡州新城。2020年1月，中央作出推動(dòng)成渝地區(qū)雙城經(jīng)濟(jì)圈建設(shè)的戰(zhàn)略部署；4月，四川省人民政府正式批復(fù)設(shè)立成都東部新區(qū)。每一次重大的戰(zhàn)略決策部署，都蘊(yùn)含著深刻的動(dòng)因和對未來的考量。

時(shí)逢全球百年未有之大變局，國際國內(nèi)環(huán)境發(fā)生深刻復(fù)雜變化，把成渝地區(qū)打造成為繼長三角、粵港澳、京津冀之后的“第四增長極”，進(jìn)而形成帶動(dòng)全國高質(zhì)量發(fā)展的重要增長極和新的動(dòng)力源，將有效破解發(fā)展不平衡、不充分的問題，助推我國形成以國內(nèi)大循環(huán)為主體、國內(nèi)國際雙循環(huán)相互促進(jìn)的新發(fā)展格局。

從服務(wù)四川發(fā)展看，“一干多支、五區(qū)協(xié)同”戰(zhàn)略部署是成渝地區(qū)雙城經(jīng)濟(jì)圈建設(shè)的重要支撐，中國城市規(guī)劃設(shè)計(jì)研究院原院長李曉江認(rèn)為，成都東部新區(qū)位于成渝發(fā)展主軸主干，有利于帶動(dòng)成渝中部地區(qū)城市快速崛起，推動(dòng)成渝相向發(fā)展。成都東部新區(qū)處在成（都）德（陽）眉（山）資（陽）的中心腹地，有利于推動(dòng)成都與德眉資三市同城化發(fā)展，推動(dòng)經(jīng)濟(jì)和人口承載能力提升，打造高質(zhì)量發(fā)展的增長極和動(dòng)力源。

從推動(dòng)成都發(fā)展看，破解大城市發(fā)展難題，是國家賦予成都的時(shí)代使命。成都跨越龍泉山向東發(fā)展，城市架構(gòu)由過去的“兩山（西部的龍門山、東部的龍泉山）夾一城”變?yōu)?ldquo;一山（龍泉山）連兩翼”。由此，成都實(shí)現(xiàn)“千年之變”。

成都東部新區(qū)確立了國家向西向南開放新門戶、成渝地區(qū)雙城經(jīng)濟(jì)圈建設(shè)新平臺(tái)、成德眉資同城化新支撐、現(xiàn)代產(chǎn)業(yè)發(fā)展新引擎和彰顯公園城市理念新家園5個(gè)定位和開放樞紐門戶、臨空經(jīng)濟(jì)引領(lǐng)、先進(jìn)制造業(yè)承載、公園城市品質(zhì)宜居4大核心功能。到2025年，完成7項(xiàng)重點(diǎn)任務(wù)。這7項(xiàng)重點(diǎn)任務(wù)是，構(gòu)筑經(jīng)濟(jì)和人口承載新空間、構(gòu)建“臨空+制造”現(xiàn)代產(chǎn)業(yè)體系、打造科技成果轉(zhuǎn)化重要承載區(qū)、建設(shè)服務(wù)雙循環(huán)的門戶樞紐、推動(dòng)重點(diǎn)領(lǐng)域綜合改革試驗(yàn)、建設(shè)綠色低碳宜居新城和推進(jìn)城鄉(xiāng)治理體系和治理能力現(xiàn)代化。

活力，來自高水平的對外開放和辦事效率。2023年9月25日，《成都東部新區(qū)條例（草案）》（以下簡稱《條例》）提請審議。這個(gè)為成都東部新區(qū)量身打造的《條例》，解決了成都東部新區(qū)的法律主體地位和管理體制問題，也解決了規(guī)劃管理、用地保障、項(xiàng)目建設(shè)等方面授權(quán)、賦能問題，以及經(jīng)濟(jì)發(fā)展、服務(wù)保障等方面的問題。《條例》堅(jiān)持“川渝一盤棋”和“應(yīng)放盡放、科學(xué)賦能”的原則，給成都東部新區(qū)“松了綁”，注入了強(qiáng)大的活力。成都東部新區(qū)用足用好用活政策，區(qū)域規(guī)劃、項(xiàng)目招引、城市建設(shè)如火如荼。

活力，來自天府國際機(jī)場這個(gè)門戶樞紐。緊緊圍繞天府國際機(jī)場，成都東部新區(qū)強(qiáng)功能、集資源，推動(dòng)產(chǎn)業(yè)不斷升級(jí)。一是對天府國際機(jī)場及機(jī)場高速沿線、重點(diǎn)區(qū)域的景觀進(jìn)行打造和風(fēng)貌整治，提升了城市環(huán)境品質(zhì)，擦亮了新區(qū)窗口，城市會(huì)客廳亮眼奪目。二是加密京津冀、長三角、粵港澳大灣區(qū)等客貨運(yùn)航線和世界各國的國際航線，拓展了客貨運(yùn)通道。三是大力發(fā)展“空鐵公”多式聯(lián)運(yùn)，通過成渝中線等高鐵，實(shí)現(xiàn)成渝城市1小時(shí)到達(dá)，周邊省會(huì)城市3小時(shí)連接，依托多條高速快速路網(wǎng)，構(gòu)建毗鄰區(qū)域快速互聯(lián)網(wǎng)絡(luò)，提升了集疏運(yùn)能力。四是集聚平臺(tái)優(yōu)勢，擴(kuò)大國際合作。成都東部新區(qū)成立以來，積極培育以先進(jìn)制造業(yè)為根基、以臨空經(jīng)濟(jì)為特色的現(xiàn)代化產(chǎn)業(yè)體系，目前已簽約重大產(chǎn)業(yè)化項(xiàng)目130個(gè)，協(xié)議總投資額超3000億元。

天府國際機(jī)場的開通運(yùn)營和成都東部新區(qū)的高起點(diǎn)規(guī)劃、高水平建設(shè)、高質(zhì)量發(fā)展，帶來了巨大的人流、物流和信息流，由此伴生的牽引能力、變現(xiàn)轉(zhuǎn)化和價(jià)值外溢效應(yīng)十分明顯，涌入的新技術(shù)、新產(chǎn)業(yè)、新業(yè)態(tài)、新空間和新模式層出不窮，成都東部新區(qū)聚集的人氣、商氣也越來越旺。

面向未來，動(dòng)力十足

自2023年9月以來，成都東部新區(qū)已經(jīng)從初創(chuàng)期進(jìn)入了轉(zhuǎn)段發(fā)力、從基礎(chǔ)設(shè)施建設(shè)轉(zhuǎn)向城市核心功能提升、從規(guī)劃設(shè)計(jì)轉(zhuǎn)向落地見效階段。面向未來，成都東部新區(qū)要實(shí)現(xiàn)“1447”總體發(fā)展思路，到2025年，基本形成成都東翼現(xiàn)代化新城框架，到2035年，初步建成成都與重慶聯(lián)動(dòng)的重要支點(diǎn)。

“目標(biāo)很宏偉，規(guī)劃很具體，要實(shí)現(xiàn)這個(gè)宏偉目標(biāo)，實(shí)在是松不得勁，打不得閃閃。”成都東部新區(qū)上下認(rèn)識(shí)高度一致。“十四五”期間，成都東部新區(qū)將認(rèn)真作答“怎么干”的問題。

構(gòu)筑與人口經(jīng)濟(jì)承載、綠色低碳相適應(yīng)的發(fā)展空間。空間布局為城市開發(fā)邊界和開發(fā)強(qiáng)度提供了根本指引，成都東部新區(qū)堅(jiān)持以環(huán)境資源承載力為剛性約束，以國土空間開發(fā)適宜性為遵循，統(tǒng)籌生產(chǎn)、生活、生態(tài)三大空間，解決空間、規(guī)模、產(chǎn)業(yè)三大結(jié)構(gòu)問題，協(xié)調(diào)布局生態(tài)空間、城鎮(zhèn)空間、城鄉(xiāng)融合發(fā)展空間和產(chǎn)業(yè)空間。生態(tài)空間、農(nóng)業(yè)空間和城鎮(zhèn)空間占比分別為35%、37%和28%，其中城鎮(zhèn)空間中產(chǎn)業(yè)用地不低于40%，實(shí)現(xiàn)生產(chǎn)空間集約高效、生活空間宜居適度、生態(tài)空間山清水秀。

臨空是成都東部新區(qū)最大的特色，增量的制造業(yè)承載空間是成都東部新區(qū)最大的優(yōu)勢。成都東部新區(qū)將打造具有比較優(yōu)勢的臨空經(jīng)濟(jì)示范區(qū)、高端制造業(yè)核心承載區(qū)和成渝科技成果轉(zhuǎn)化的新高地。臨空經(jīng)濟(jì)方面，聚焦“航空維修制造、航空物流服務(wù)、航空運(yùn)營服務(wù)和臨空消費(fèi)服務(wù)”4個(gè)細(xì)分領(lǐng)域，構(gòu)建臨空經(jīng)濟(jì)產(chǎn)業(yè)鏈。智能制造業(yè)方面，聚焦“智能工業(yè)裝備制造、智能消費(fèi)設(shè)備制造、綠色智能網(wǎng)聯(lián)汽車制造、高性能醫(yī)療器械制造和檢驗(yàn)檢測”5個(gè)細(xì)分領(lǐng)域，引進(jìn)一批鏈主企業(yè)，培育壯大一批骨干企業(yè)，實(shí)現(xiàn)產(chǎn)業(yè)規(guī)模倍增、能級(jí)躍升。成果轉(zhuǎn)化方面，充分發(fā)揮華西醫(yī)療健康學(xué)科優(yōu)勢，積極創(chuàng)建國家醫(yī)學(xué)中心，高標(biāo)準(zhǔn)打造民航科技創(chuàng)新示范區(qū)、中國電信創(chuàng)新轉(zhuǎn)化中心、西部金融創(chuàng)新中心等創(chuàng)新平臺(tái)，探索公園城市“低碳產(chǎn)業(yè)”的路徑。

發(fā)展的根本目的是讓群眾的生活更幸福、更美好。到2025年，成都東部新區(qū)人均公園綠地面積達(dá)到15平方米，城市公園綠地500米覆蓋率達(dá)到80%以上，萬人擁有綠道長度達(dá)到1千米以上；境內(nèi)軌道交通里程達(dá)到47千米，公共交通占機(jī)動(dòng)化出行分擔(dān)率不低于50%，形成外聯(lián)內(nèi)暢的交通路網(wǎng)體系；匹配保障性住房和公共服務(wù)設(shè)施，實(shí)現(xiàn)基本公共服務(wù)標(biāo)準(zhǔn)化、均等化、品質(zhì)化，讓市民生活更有安全感、獲得感和幸福感。

經(jīng)過四年的建設(shè)，成都東部新區(qū)的增長極和動(dòng)力源作用逐漸呈現(xiàn)。2023年，成都東部新區(qū)實(shí)現(xiàn)地區(qū)生產(chǎn)總值302.8億元，同比增長21.3%，增速全成都第一。在賽迪研究院發(fā)布的“城市新區(qū)發(fā)展?jié)摿Π購?qiáng)”榜單中，成都東部新區(qū)蟬聯(lián)全國第一。“新產(chǎn)業(yè)、新技術(shù)、新業(yè)態(tài)、新空間、新模式”的發(fā)展?jié)摿?yōu)勢明顯，成都東部新區(qū)在成都經(jīng)濟(jì)大盤中的比重和地位不斷躍升。數(shù)據(jù)的背后，是一些重大項(xiàng)目的投資落地。這些重大項(xiàng)目的落地，不僅推動(dòng)了成都東部新區(qū)的高增長，還布局了長遠(yuǎn)發(fā)展的新賽道，構(gòu)建了可持續(xù)發(fā)展的新動(dòng)力。

It is a hot day under the burning sun.Still,the main venue of the International Horticultural Exhibition 2024 Chengdu(hereinafter referred to as the "Expo 2024 Chengdu")is crowded with enthusiastic visitors.

As the highest-level professional international exposition in the gardening and horticulture industry,the World Horticultural Expo has always been hailed as the "Olympics" of the global floral and horticultural industry.The Expo 2024 Chengdu had already garnered extensive attention as early as it was kicked off.

This is the third edition of the World Horticultural Expo,ever held in West China following the first in Kunming in 1999 and the second in Xi'an in 2011.It is also the highest-level exposition of its sort first held in the Chongqing area of Sichuan province.First,adopting the "1 main venue(Chengdu Eastern New Area) + 4 sub-venues (Wenjiang,Pidu,Xinjin,and Qionglai)"mode,this expo sets records in the history of Category B International Horticultural Exhibitions for its total number of exhibition gardens,number of overseas exhibition gardens,and number of association and enterprise exhibition gardens,with participation from cities across the five continents.

As the main venue of this international event,Chengdu Eastern New Area will also embrace a "highlight moment" to showcase the city's image and demonstrate its urban value.To better embrace the "World Horticultural Expo time",seize the flow of visitors to the event,and shine the brand of Chengdu as the main venue of the expo,Chengdu Eastern New Area is making tireless efforts.

On April 19,Chengdu Eastern New Area held a special city value promotion conference in Beijing,with the theme of "Main Venue of the Expo 2024 Chengdu:Moving Towards the New",to promote the Expo 2024 Chengdu and the urban strategic planning and industrial development of Chengdu Eastern New Area.Additionally,the first batch of investment opportunities in Chengdu Eastern New Area for 2024 was released during the conference,totaling an investment amount of RMB 74.898 billion.Leveraging the precious opportunity for in-depth communication and exchanges between Beijing and Chengdu,two sub-venues were set up to focus on building industrial clusters and strengthening industrial chains,and fostering the growth of the aerospace industry,cultural tourism industry,and sports industry.Key projects were showcased through roadshows and cooperation negotiations were conducted to facilitate collaboration and partnerships.On April 21,after more than a month of global solicitation,review and evaluation of proposals,Chengdu Eastern New Area officially unveiled its new brand slogan to the world-"Chengdu Eastern New Area,Main Venue of the Expo 2024 Chengdu and Future City of Tianfu Airport".The slogan captures the area's prominent ecological resources,regional advantages and promising prospects for industrial investment and development,while highlighting the two name cards of the World Horticultural Expo and Tianfu International Airport,thereby showcasing its vast development prospects and ambitious blueprint for the future with an open and inclusive attitude.

On April 28,just two days after the opening of the Expo 2024 Chengdu,Chengdu Eastern New Area celebrated its "fourth birthday".Amidst the clamor of the expo,it vividly portrayed a lively picture of a "park city and happy Chengdu" to the world,gathering world horticulture art of "distinct beauties" to "co-shine" at the east foot of Longquan Mountain by the Sancha Lake.

Facing the world to multiply vitality

Chengdu Eastern New Area was built upon a deliberate and well-calculated decision instead of a mere coincidence.In January 2015,Chengdu was granted approval to build the Tianfu International Airport,heralding the beginning of Chengdu's eastward development across Longquan Mountain.In May 2016,Jianyang was put under the jurisdiction of Chengdu.In November,Sichuan Province proposed the establishment of an airport economic zone.In April 2017,Chengdu set up the New City Airport and Jianzhou New City.In January 2020,the central government made a strategic deployment to promote the construction of the Chengdu-Chongqing Economic Circle.In April,Sichuan Provincial People's Government approved the establishment of Chengdu Eastern New Area.Every major strategic decision and deployment contains profound motivations and considerations for the future.

At a time when the world is undergoing momentous changes unseen in a century and the international and domestic environments are undergoing profound and complex changes,building Chengdu-Chongqing region into the "Fourth Growth Pole,”following the Yangtze River Delta,Guangdong-Hong Kong-Macao Greater Bay Area,and Beijing-Tianjin-Hebei region,will create an important growth pole and a new source of driving force for high-quality national development.This will effectively solve the problem of unbalanced and insufficient development and help China shape a new development pattern in which China's domestic market remains the mainstay,with domestic and international markets reinforcing each other.

To serve the development of Sichuan,the strategic deployment of "developing one main pillar and multiple pivots and promoting coordinated development of five economic zones" plays an important role in the construction of Chengdu-Chongqing Economic Circle.Li Xiaojiang,former president of China Academy of Urban Planning & Design,holds that Chengdu Eastern New Area,located on the main axis for the development of Chengdu and Chongqing,will contribute to the rapid rise of cities in the central area of Chengdu-Chongqing region and propel the whole region to advance ahead.Located in the heartland of Chengdu,Deyang,Meishan and Ziyang,Chengdu Eastern New Area is conducive to boosting the integrated development of Chengdu,Deyang,Meishan,and Ziyang,promoting economic and population carrying capacity and creating a growth pole and a source of driving force for high-quality development.With respect to the promotion of development of Chengdu,tackling the challenges of urban development is the mission bestowed upon Chengdu by the nation in this era.As Chengdu expands eastward across the Longquan Mountain,the city's structure has shifted from the previous "A city sandwiched between two mountains(Longmen Mountain in the west and Longquan Mountain in the east)"to the present "A mountain(Longquan Mountain)linking two wings".Thus,Chengdu has achieved its "Millennial Transformation".

Chengdu Eastern New Area has positioned itself as the new gateway for China to open up to the west and south,a new platform for the construction of the Chengdu-Chongqing Economic Circle,new support for urban integration of Chengdu,Deyang,Meishan,and Ziyang,a new engine for the development of modern industries,and new home to manifest the park city concept,with 4 core functions as the hub and gateway of opening-up,leader of airport economy,carrier of advanced manufacturing,and model of livable park city.By 2025,Chengdu Eastern New Area aims to achieve seven key tasks.These include building a new space for economic and population growth,constructing a modern industrial system of "airport + manufacturing",setting up an important carrier area for transformation of scientific & technological achievements,constructing a gateway hub for the dual circulation of services,promoting the pilot comprehensive reform in key fields,creating a green,low-carbon and livable new city,and propelling the modernization of urban-rural governance system and capacity.
